Partnering with Trainwest Not all businesses have the required resources to become a Registered Training Organisation (RTO), when Australian Quality Training Framework compliance is not core business, the value in becoming an RTO is questionable - particularly when considering all those non revenue generating hours! Trainwest offer alternatives, as a RTO partner your business can delivery nationally recognised training and qualifications to employees and clients with access to the benefits of being an RTO without the associated administrative and compliance burdens. In other words, we take care of the non revenue generating tasks, allowing you to focus on what you do best, what you love most, and what is most profitable - your clients, your way! Responsibility & Compliance Under the Australian Quality Training Framework (AQTF), Trainwest may establish partnerships with other RTOs as well as non-registered organisations to offer a broad range of training and assessment services. The basis of Trainwest RTO partnerships aims to: • increase people’s access to nationally recognised qualifications • ensure national training and assessment arrangements meet industry requirements • facilitate the efficient use of training and assessment resources • promote the exchange of ideas, information and resources between different groups in the national vocational education and training (VET) system. Establishing a partnership arrangement provides an opportunity to apply skills and resources which will reduce a business training cost. In a partnership agreement, the Trainwest remains responsible for compliance with AQTF. This allows the partner to concentrate on their core business and profitability. How it works Partner responsibilities Defining the partnership responsibilities is a dual project. A needs analysis will be conducted by Trainwest to clarify the ‘organisations’ expected outcomes. Some RTO responsibilities include: • The candidate enrolment will be processed by Trainwest. • Training and assessment records transferred to Trainwest for documentation and storage • Trainwest quality assures the training and assessment conducted with the partnered ‘organisation’ • Trainwest issues the qualification or statement of attainment. Trainwest can only issue the qualification or statement of attainment for the qualifications that appear on its scope of registration. Record keeping Record management remains the responsibility of Trainwest. These responsibilities are also transferred to the partnering organization. Trainwest will induct the partnering organization in the minimum requirements which will include the assessment results and credit transfer outcomes. State and territory registering authorities may require access to these training and assessment records. The partnership arrangement Once the organisations have decided to form a partnership arrangement a timeline will be established to implement a framework that deals with what and how things will be achieved. It is important all partners state their key interests, intent and needs before developing the details of the partnership. Formal agreement RTOs are required to establish a written agreement with each organisation that provides training and/or assessment on their behalf. These written agreements can take a number of forms, including: • memorandum of Understanding • memorandum of Agreement • service Agreement • letter of Agreement. • the policies and procedures on partnership arrangements set by both potential parties • a responsibility schedule to include cost and timelines. • the degree of risk that exists with the implementation of the partnership. Training Needs Analysis (TNA) Analysing the training need is a vital prerequisite for any effective training programme. A training need can arise at three levels - the organisation, the project and the individual. The Trainwest TNA process will document cost effective training solutions targeting areas where training and development is needed and a positive return on the investment is guaranteed.
